Position Purpose

Provides engineering, technical, and project management assistance to the Landfill Department.

Essential Functions and Basic Duties

  • Manages construction projects for landfill cells and sites, including capacity calculations, scheduling, timeline, and resource and material coordination.
  • Maintain financial responsibility for construction/cell development, closure/post-closure, engineering, operations, and cost tracking.
  • Coordinates with consultants to complete permit applications and designs, including regulatory interface, site expansion, modification or changes to the operating plan application, and other related data.
  • Prepares notifications and responses to regulatory inspections and administrative warnings.
  • Assists Landfill Manager with development of fill sequencing plans.
  • Participates in review of targeted acquisitions, including Phase I assessment/property survey coordination and engineering reviews of design and operations.
  • Completes weekly, monthly, and quarterly monitoring and reporting.
  • Attends regulatory and association sponsored informational and policy meetings.
  • Ensures continued compliance by coordinating air, water monitoring, environmental data review and reporting.
  • Performs related work as required.

Qualifications

Training and Experience

  • Bachelor’s degree in engineering, construction management, or related field and minimum of two (2) years of experience in engineering design, construction, or project management; or any equivalent combination of education, training and experience which provides the requisite knowledge, skills, and abilities appropriate for this position.
  • Supplemental education in engineering management/administration preferred.
  • Requires knowledge and utilization of GIS and GPS.
  • Experience in landfill operations or general construction work is preferred.

Special Requirements

  • Possession of a valid driver’s license.
  • Ability to pass a pre-employment drug screening test and background check.

Special Knowledge, Skills, and Abilities

  • Currently possesses or has the qualifications to obtain Landfill Manager Certification through the Division of Waste Management Certification and Licensing Branch.
  • Intermediate CAD and survey skills, i.e., ability to create surfaces in CAD to stake slopes for landfill heavy equipment operators. Use GPS Rover to stake new construction (buried lines) for landfill personnel for location in the future.
  • Ability to learn to maintain active methane gas well system.
  • Ability to review, interpret, and execute a set of construction plans.
  • Knowledge of waste streams and EPA requirements for different materials.
  • Proficient in Microsoft Office programs.
  • Excellent problem-solving and record keeping skills.
  • Ability to keep confidential information.
  • Ability to prepare routine statements and reports.
  • Ability to establish and maintain effective working relationships with officials, employees, and the general public.
